Furthermore one can't define it for different regions modelled when not using the SET REGION.
There are code version where the an additional parameter YearlyPeak has been added.
Perhaps a review of the current formulation would be good. And a discussion of the pros and cons if to use the REGION set or not. If in common practice it is not used one might need to consider to find alternative ways to model countries/regions.
