Add documentation on configuration file format to README

There's no guidance on how to format a configuration file to use the script, and we've removed the "demo" configuration file for OSEMBE.

I suggest we add a section to the readme showing how to:

• formulate regular expressions to match technology and fuel names
• required fields for each result parameter
• examples
