Function for timeless input data needed #36

I need to report the OperationalLife in IAMC format. In OSeMOSYS the OperationalLife is not specified by year, therefore the current procedure for input data in osemosys2iamc doesn't work. I guess it would be good to report the value from OSeMOSYS at an annual level when reporting in IAMC-format.

I think that it makes sense to expand the single value to a timeseries and report it for every year that is explicitly modeled (i.e., solved in the model) and where that technology exists and/or can be constructed. It's better to be explicit in reporting such parameters and make it easy for other to compare across models - and there may actually be a later version of OSeMOSYS where operational-life changes over time.
