RES generation and capacity target updates #231

Description

Moved entries from max_capacity to powerplant and removed max_capacity.py (rule and script)
Enabled tech specific targets for RES generation shares (country and nodal level)
Enabled tech specific targets for RES in absolute values (GW, nodal level only)
Moved emissions to individual folder and removed emissions.py (rule and script)
Enabled linear interpolation for emission targets alongside single year targets (combination is possible).
