Complete snakemake workflow from PLEXOS-World dataset to results files.

I couldn't figure out how to get around the Simplicity submodule in the add_snakemake branch conflicting with the non-submodule Simplicity folder in the main branch. Right now Simplicity is listed as a submodule, but its not connected like a submodule should be. Maybe something we can troubleshoot in our next meeting!
