  1. ci: update actions/checkout to v3
  2. ci: update actions/setup-python to v4
  3. ci: update azure/setup-helm to v3
  4. ci: update helm/chart-testing-action to v2.3.1

Additional notes: helm/chart-releaser-action can also be updated to v1.4.1 and linked https://github.com/helm/chart-releaser-action/issues/6 is now closed so probably "Install Helm" is no longer required.
