Guests are able to request awards #46

Describe the bug Guests are currently able to request awards.

To Reproduce Steps to reproduce the behavior:

  1. Enable the requesting of awards for one or more awards.
  2. Try to request as a guest.

Expected behavior Guests shouldn't be allowed to request awards. Proper permissions should be checked.
