Support OULib SSO

Will contain changes deemed necessary to deploy and manage SSO-enabled drupal sites for OULib

Motivation and Context

We need to configure some Drupal and PHP stuff to get a functional and secure SSO implantation for drupal.

How Has This Been Tested?

Will test by:

  1. deploying sites with common cookie domain and cas idp
  2. signing into a site
  3. browsing across sites to verify sso
  4. signing out of a site
  5. browsing across sites to verify slo
  6. checking for proper session expiration. We don't want zombie sessions
