Streamline subsite configuration #102

includes #103, but adds the following:

Change configuration of site initialization.
Switch to centralized Drupal conf include
Switch to a templated php.ini ( Doh! that should have been in new branch!)

Motivation and Context

Clean up text UI and simplify script.

Testing

Work in progress, needs more testing.

[ ] audit use of .htaccess in contrib modules, libraries, and themes

We've been implicitly doing d7_init.sh from a lot of scripts when a site doesn't exist, but maybe it's time to switch that default to an error message? I think that might save us a lot of work figuring out what the right init defaults would be now that we're adding complexity.
