We have some issues to sort out with the depedencies

This is intended to be a place to refer to/discover problems in the components we use for vagrant_infrastructure. I just thought it would be a more streamlined way to start the discussion about what we need to do to make vagrant_infrastructure work reliably for our users.

Known stuff, that has a path towards a fix or at least mitigation:

• vbox guest additions are intermittently broken on vagrant up
• ipv6 isn't disabled until after reboot
• ngrok should be configured as a systemctl service
