Implement baseline structure and APIs for the controller firmware, as well as implement preliminary code for the bodies of some modules:

controller module (specifically control FSM)
parameters module
sensors module

Note on include file paths; please forgive the insanity of these relative paths -- its the cleanest way Ive found to handle it that still works with Arduino IDE (our current POR toolchain)
