Integrating the BLT Bot to respond for any query related to the BLT project.

PR Description

This pr integrates the BLT bot which responds to the user queries. This will allow users to ask any question related to or about the blt project . This pr resolves the following issues related to the BLT project :

• fixes https://github.com/OWASP-BLT/BLT/issues/2340
• fixes https://github.com/OWASP-BLT/BLT/issues/2342
• fixes https://github.com/OWASP-BLT/BLT/issues/2341
• fixes https://github.com/OWASP-BLT/BLT-Flutter/issues/414

Also, I have integrated additional user friendly features like:

• A loading animation while generating the response.
• Prevent sending multiple messages and spam a bot while generating message.
• Prevent user from sending null or blank messages to the bot which will not only consume the resources but will also use up there daily usage.
• Added the default ss for the issues which is breaking the issue page ui.
