Adding German translation #121

We've added a German translation for the 2019 version of the owasp api top 10. If any adjustments to the translation are still necessary, we will be happy to make them.

Hi @aware7-moritz, I've done minor changes to your translation such as fixing headings and some broken links.

The German translation was released in v2.3.0.
