Add Initial Wavenet Logic for generating Text To Speech. #3

Add a folder TTS, in the repo, which will have the logic to convert Text to Speech, add text file for testing as well.

You can either use:

  1. Wavenets for Text to Speech Conversion.
  2. Google or any Open Source API

As per our discussion. I think we can do it later. We need to figure out the best approach.
