Updated Rails stack setup instructions #342

Updated Rails stack setup instructions so as to include Ruby, Rails, Git, MySQL, and Postgres. Previous version only included Ruby.

I think if we omit Rails from that wording (since it will be something they install after they clone this repo which, will happen after installing the prerequisites you mention) then I'd be happy to merge 👍
