Translate to Farsi #962

Describe what problem your feature request solves: It would be good to have the translation to Farsi

Describe the solution you'd like: Translate into a new file using the pull request #925 'Vue I18n English Localization to Malay (MS)' as an example of what files need to be modified

@AshkanRafiee thank you for translating the Secure Coding Practices quick reference guide, you may want to consider doing something similar for Threat Dragon?
