Have Terraform based AWS Apprunner support #1408

In order to run the application quickly in a self-contained environment, we need to have the the AWS apprunner terreaform code present int he AWS folder :). ;

For those that want to run this with apprunner: check https://github.com/enact-it/vulnerable-apps Note: we don't have build-in AWS challenge support in this repo.
