Add "Uniqueness" section #16

hi @bkimminich,

My original suggestion was:

Good OWASP Projects...

  1. ...add something new and important to the OWASP ecosystem.
  2. ...provide support for a clearly defined problem or perform a clearly defined task.
  3. ...compliment but do not duplicate existing OWASP projects.
  4. ...provide guidance based on recognised and respected sources be that OWASP or others.

I think your version is a good reinterpretation of point 3 and partially of point 1. I do think that the original title of "Innovation and Purpose" better captured the intention. Especially since @psiinon pointed out that we do not necessarily want a project to be exactly unique.

I am not sure the new wording quite captures the intention of points 2 and 4 which I think are also important. Do you think those could be integrated as well?

Point 2 and 4 I personally found hard to grasp and objectify. I get what you're trying to achieve with those (I think 😆), but I wasn't able to phrase them in a way that works as meaningful advise to Project Leaders.

So 2 is trying to say that it is clear what the project is trying to achieve. Maybe could change to:

  1. ...clearly demonstrate the problem they are helping solve or the task they are performing.

4 is trying to provide some rigour behind the project but I guess that might be harder to quantify...
