HANDBOOK: JIRA onboarding? #62

The new project request form takes you to JIRA, which requires an account. Future leaders will use their personal or work email address. We should encourage them to use their OWASP email address, but they won't have one yet. Therefore, I don't think JIRA is the right intake process.

I suppose this calls for a procedures update. I had been reluctant to change it but...this would be resolved supposing that, before a project is created, a project leader gets an email address and that email address is used for the leaders.md file. I should point out that, for chapters, this is the way it is done.

I have begun incorporating this process for new projects: if a person does not have an OWASP email address, one is created. Could be problematic for our limited # of accounts in the future.
