Merge german translation #282

I used a simple langchain based agent, gpt-3-5-16k and some spare time to translate the llm top10 and the governance-doc to german.

As far as i understood the contribution policy should not do a direct PR but open an issue instead. So here it is: https://github.com/mayflower/www-project-top-10-for-large-language-model-applications

Please let me know if something is missing or wrong. I have got the tex sources for the governance doc, i just don't know where i should put them.

One addition: both documents were checked and modified by humans, so it's not just an automated translation :-). This was just the starting point.
