Improve transit route project management

The current master route system requires thousands of routes due to the project management system currently in use. Moving to a system that is ID based (similar to highway projects) is needed.

Exporting routes onto new highway networks is more difficult than changing highway links, because the links themselves may change. Two options:

• write a route export program that can account for underlying link changes
• investigate the import/export of GTFS data in TC 7
  • Use it to pull base info in addition to exporting/importing future projects

According to Jim Lam (Caliper), the GTFS import feature is not complete in 7. They are looking to make the process more robust in 8.

This was actually completed a while ago. I wrote a transit network manager as part of the gisdk_tools library that his model now uses.
