Summarize households by SCP district #51

Find the DBEDT household forecasts by SCP district. We've already created the scp_district field on the TAZ layer. Summarize our forecast and compare with DBEDT. @rickdonnelly, will you attach or link to the DBEDT forecast by district? Here is the data I have:

DBEDT only generates forecasts at the county (island) level. It turns out that the target population shares by Sustainable Community Plan (SCP) areas are listed in the Oahu General Plan. Those targets, shown in Table 1 of the plan documents, appear to be the only quantitative target applicable to our modeling work. But they appear to be aspirational rather than regulated targets. The General Plan was last amended in 2002, although there is a 2017 Proposed General Plan update that was sent to the Honolulu City Council in 2018. It is uncertain what its status is, but the difference in population targets between the two documents is minimal. Neither the 2040 synthetic population nor our 2045 update of the same exactly match the General Plan totals, but our 2045 forecast is much closer. It would require redoing the synthetic population with population by SCP area as a constraint to bring them exactly in line without introducing irregularities in other summary dimensions.
