Need new rule: events need to be bounded by start and end of schedule year #139

Once we have a notion of time, we need to ensure that events are not scheduled in the past (say 1990) or on a date years down the road (say 2022). Right now, it is possible to do both those things.

Definitely. I talked to @andrewnguyen last night and we discussed how this would be a good validation to have with the notion of time. I believe he is working on this already.
