Random FPS issues? #6

Unknown cause, saw this on my server, not sure about the NFO one. If it gets reproduced in later versions of this scenario, I need to figure out what is causing it and fix it. Need to find root cause even if it's not in the scenario code

Cleaned up a LOT of stuff. Will try to reproduce this issue the next time I host.

Hasn't happened in a while. Marking as not reproducible and closed.
