Versioning info #166

Linked to issue 64 in ODS_Tools.

It adds an extra sheet to the OpenExposureData_Spec.xlsx containing information on how to change occupancy and construction codes in accordance with previous versions of OED (back to 2.2 and back to 2.0).

It also adds and calls the function "get_versioning" in extract_spec.py. There are also formatting changes, but the only new code is on lines 112-115 and 343-365.

the versioning tab in the OED spec looks fine to me but I'm not the best person to review the code changes.
