[Reinsurance] RiskLevel blank value explicitly added to the specification #198

Description

Blank value added in "Other Values" tab for RiskLevel in v3.0.0. This is to document the change that has already been made.

Mention in release notes for 3.4.0 that this change went into 3.0.0. No spec change needed
