[Marine] Additional Occupancy codes for Marine Cargo to Accompany Current Marine Construction codes #210

Open MattDonovan82 opened 3 months ago

MattDonovan82 commented 3 months ago
## Description This is a follow-on from the original issue (https://github.com/OasisLMF/ODS_OpenExposureData/issues/204) where new occupancy codes for marine were initially proposed. Upon further review and discussion, those new occ codes being proposed did not consider or compliment the current construction codes for marine cargo so may have caused confusion. Rather than removing or altering the current construction codes which would be very disruptive, the new occupancy codes being proposed in this issue should now compliment and be used in conjunction with the existing marine cargo construction codes. A few of these occupancies such as 'automobiles', 'livestock' and 'electronics' should not be considered duplicates from existing codes with similar names/descriptions as these are specific to marine cargo (and will have a "marine cargo" prefix in the name). These cover items in a port or container whereas the current 'automobiles' construction refers to cars in a car park or lot for example. ## Reasons for change New occupancies for marine to compliment existing marine construction codes in OED. ## Scope of change - [X] Specification - [X] Location File - [ ] Accounts File - [ ] Reinsurance Scope - [ ] Reinsurance Info ## Impact of change Non-breaking changes, additional occupancy codes ## Data type, default values, are blanks allowed, list valid values Proposed additional occupancy codes | **OED Code** | **Name** | **Description** | **Blanks allowed** | **Valid values** | |----------------|---------------|--------------------|--------------------|------------------| | 1400 | Marine Cargo, General | General or unknown cargo in or around a port. | | | | 1401 | Marine Cargo, Automobiles | Automobiles, cars, vans, lorries stored in a container in or around a port | |1402 | Marine Cargo, Consumables, Non-refrigerated cargo | Consumable products stored in a container in or around a port, not requiring temperature control or refrigeration | | | 1403 | Marine Cargo, Electronic | Electronic cargo or equipment stored in a container in or around a port | | | 1404 | Marine Cargo, Explosive | Explosive materials stored in a container (likely to be highly secured and protected) in or around a port | | |1406 | Marine Cargo, Heavy Industry | Heavy Industrial equipment stored in a container in or around a port | | | 1407 | Marine Cargo, Petroleum Products | Petroleum products stored in a container in or around a port | | | 1408 | Marine Cargo, Pharmaceutical Products | Pharmaceuticals products stored in a container in or around a port | | | 1409 | Marine Cargo, Livestock | Livestock stored in a container or any appropriate storage facility in or around a port | | | 1410 | Marine Cargo, Containerised Stacked Outside | Containerised cargo stored in open areas | | |1411 | Marine Cargo, Open Lot or Stockpiled Outside | Non-Containerised cargoes stored in open areas | | |1412 | Marine Cargo, Containerised Cargo Inside Warehouse | Containerised cargoes stored in a warehouse in or around a port | | | 1413 | Marine Cargo, Inside Warehouse at Port | Non-containerised cargoes stored in a warehouse in or around a port | | | 1414 | Marine Cargo, At Destination in Warehouse | Non-Containeised cargoes stored in an inland warehouse | | | 1500 | Marine Cargo, General Specie | Specie cargo considered precious but unknown quantities or types, usually stored in specific facilities in or around ports with higher design criteria and protection measures, such as vaults | | |1501 | Marine Cargo, Fine Art and Collectables | Fine art or collectibles stored in a (probably higher security) container in or around a port | | |1502| Marine Cargo, Cash or Bullion | Cash or bullion stored in a (probably higher security) container or vault in or around a port | | |1503 | Marine Cargo, Jewellery and Precious Stones | Jewellery or precious stones stored in a (probably higher security) container or vault in or around a port

@johcarter as discussed - one for your review. One question is whether we think these additional occ codes would be more appropriate as new construction codes? The existing construction codes in OED do tent to describe specific 'contents' rather than the construction of the storage structures so these additions may be more appropriate as construction codes especially as we don't want to start altering the existing construction codes? We can then just use a generic "marine cargo - general" occ code.

One to discuss?

As a follow-up point to highlight, the current construction code 6103 (Marine Cargo, Combustible: Heavy Cargo) refers to "heavy machinery that cannot be fit into a standard container". The propped occ codes above 1406 refers to "Heavy Industrial equipment stored in a container in or around a port".

Following further discussions, the proposal has now changed to add one occupancy code (see below) to be used in conjunction with the following new construction codes.

OED Occupancy Code Name Description Code Range Broad Category
1400 Marine Cargo, General General occupancy code for marine cargo to be used in pairs with the various "Marine Cargo" construction codes 1400-1449 Marine Cargo

Proposed "Marine Cargo" construction codes to fit in with the existing code ranges.

OED Construction Code Name Description Code Range Broad Category
6057 Marine Cargo, Automobiles Automobiles stored in a container in or around a port 6051-6099 Marine Cargo General
6107 Marine Cargo, Combustible: Explosives Explosive materials stored in a container (likely to be highly secured and protected) in or around a port 6100-6149 Marine Cargo
6157 Marine Cargo, Livestock Livestock stored in appropriate containers in or around a port 6100-6149 Marine Cargo
6200 Marine Cargo, General Specie Specie cargo considered precious but unknown quantities or types, usually stored in specific facilities in or around ports with higher design criteria and protection measures, such as vaults 6200-6299 Marine Cargo Specie
6201 Marine Cargo, Fine Art and Collectables Fine art or collectibles stored in a (probably higher security) container in or around a port 6200-6299 Marine Cargo Specie
6202 Marine Cargo, Cash or Bullion Cash or bullion stored in a (probably higher security) container or vault in or around a port 6200-6299 Marine Cargo Specie
6203 Marine Cargo, Jewellery and Precious Stones Jewellery or precious stones stored in a (probably higher security) container or vault in or around a port 6200-6299 Marine Cargo Specie

The following descriptions will be amended to current construction codes. Addition shown in bold:

OED Construction Code Name Description Code Range Broad Category
6106 Marine Cargo, Combustible: Liquid Bulk Cargo Liquid bulk cargo refers to bare liquid material, such as oil, liquefied natural gas, petroleum products and liquid chemicals. Liquid bulk cargo is generally stored in tank farms on shore 6100-6149

Previously proposed occ codes above (1410-1414) mainly covering the storage and stockpiling of cargo in warehouses or open spaces will now be left out of this release (mainly due to lack of a confirmed requirement for them) and can be reviewed and added in as a minor release the future if necessary.

@johcarter you ok to review this?

Just one slight suggested modification to include livestock in the first general block of codes rather than with the non-combustibles:

OED Construction Code Name Description Code Range Broad Category
6058 Marine Cargo, Livestock Livestock stored in appropriate containers in or around a port 6051-6099 Marine Cargo General

The rest looks good to me

After further discussion, @MattDonovan82 and I decided that it made more sense to mirror CEDE occupancy and construction codes for marine cargo, since the new code range in Cede for Occupancy '1001-1012' is designed to work with the newer construction code range '2701 - 2720'. This provides good coverage and simplifies mapping between the OED and CEDE schemes.

The original OED Marine Cargo codes '6000-6199' and CEDE Marine Cargo construction codes in the range '270-296' remain and are in line with each other.

I've added a general / unknown occupancy for marine cargo OED Occ Code 1400 which wasn't present in CEDE.

these updates look ok to me. I agree aligning with CEDE codes make sense, however should we include the recommended pairings between the occupancy and construction codes somewhere in the description or in the csv? maybe an extra column for "notes" or is that too disruptive? @johcarter
