Implement franchise and reverse franchise deductible #40

There are fields which are in the reinsurance info file. We need to see some examples of input files to do this.

For Reinsurance there are dedicated fields. OccFranchiseDed OccReverseFranchise

For direct, any deductible could be a franchise using DedCode = 2
