Per Risk Treaty type filtering not working #52

Please see loc_1_2_PR which is an example of a Per Risk Treaty which applies to locations 1 and 2 only. It appears that filtering of risks is not working as all locations 1-4 are included in the treaty.

The filtering logic for Per Risk should work the same as it does for say, QS.
