Scope filters not taking into account correct field sets #55

Currently we have: Location scope -> LocNum Policy scope -> PolicyNum Account scope -> AccountNum Portfolio scope -> Not implemented

This should be: Location scope -> LocNum, PolicyNum, AccountNum Policy scope -> PolicyNum, AccountNum Account scope -> AccountNum
