Issue Description

PR OasisLMF/OasisLMF#1168 implemented weighted vulnerability feature in gulmc, which can presently read the aggregate vulnerability and the weight tables in csv and binary format. However, no tool is available to convert these tables to/from csv/binary formats (e.g., see disaggregationweighttobin in ktools).
