Baraza landing page.

Baraza needs a landing page. This page will hold basic information on the Baraza system.

It will initially be built using flask and hosted on Heroku.

The site will contain:

1. Portal for registering chiefs.
2. Information about Baraza, how it works etc.
3. Ability to view cases reported, resolved too(withholding user information, of course).
4. Developer's contact information.
