[Counting] Limiting Edit/Deletes w/ Mute #38

Feature Description It would be nice to be able to limit the quantity of edits individuals can make since their last count.

Alternatives Considered instead of limiting the quantity of edits, maybe an amount of time they have to wait between edits or they get a mute. Could also have the mute time different for edits versus wrong count.

Additional Context We have one individual who floods the counting channel with edits and deletes. It would be nice to limit their/anyone's ability to do so many edits in a short period of time.

Taking out other members has been fun lol; However, it's getting to the point there is more edits/deletes than actual counts at times...

Originally I thought I wanted to limit to 2 or 3 edits, but after today I am wondering if it should be 1 lol...

#40 makes a valid point that users could still delete messages if they were muted... so maybe too many edits/deletes could result in a set time of read-history privileges revoked instead of just a mute?
