As a User, I can easily navigate between the site pages so that I can find what I am looking for.

Tasks:

[x] Create base.html file
[x] Create Navigation tabs for the site header.
[x] Create links for navigation tabs on each page.

Acceptance Criteria:

[x] Uniform navigation tabs on each page of the site.
[x] All navigation links tested for each page.
[x] Links open in the new tab.
