As the title says - small offcoast islands are currently treated as separate functional areas. Ideally these are collated to the closest FRA.

Preferable workflow:

identify grid cells per FRA
connect centroid of island/exclave to closest grid cells in a desirable* FRA
allocate island to desirable FRA
store final FRAs
desirable FRA = a FRA that is (loosely defined) connected to the network, contains at least one settlement, meets the size / pop criteria.

Fixed in commit b2b4cc476545df9b8dc52d1984a980ff2896d87b

Islands and exclaves are identified through unconnected_grids . For these, the most central (pop-weighted) centroid is identified. The most central (geographically) if the island/exclave is unpopulated. Subsequently the entire unit is connected to the closest settlement that meets the selection criteria.
