Fixing for the latest version of meson #32

See the CI issues are one of the many reasons I want to move away from meson. I have spent hours on fixing meson in travis before. Have to update python, as > 0.44 requires python 3.5, in both Travis and Shippable I believe. Just to much work to use meson. I am not seeing the benefit anymore.

Thanks for your time with this PR! I needed other changes in meson.build af408ed, .travis.yml daa3661, and local_build.sh 172b462. That fixes any build issues under 0.48.1 and also does not require me to update in travis/shippable. The changes work with 0.44 as well!
