as per this the way the raw data server stores data changed on june 7th.

and they will be working to retroactively change archive data to match this method in the future (at a currently unknown timeline)

our code should work with the new changes with too many changes
we should add support for the 'addendum' directory (see here) my understanding is that this has new unreleased data, after the navy has had a chance to release it.
