Updates README.md to include some instructions #2

This PR arose from issue #1 raised by @rwegener2. The goal here is to address the issues raised there and give some instructions to potential collaborators to the group.

For anyone not familiar with PRs, github, etc, the idea is to start with this PR and add to it until we're satisfied that some progress was made. Then we (probably @wenegrat) can merge this into the main branch and it'll become "official".

Including the line below will automatically close the original issue that motivated this PR when/if this is merged into main:

I'm pretty sure it would. But I've never implemented anything like that so I have no idea the level of effort required to get it working
