The release.yml is copied from https://packaging.python.org/en/latest/guides/publishing-package-distribution-releases-using-github-actions-ci-cd-workflows/#the-whole-ci-cd-workflow, without the testpypi (no access) and GitHub release steps (will manual release on GitHub instead), which I assume should work. Just want to make sure the changelog looks good to you all.
