Add "Observatory" in the OceanGliders load json #146

Loading JSON file for OceanGliders to create a new ptf.

Currently we are missing one important field sorted in the "Global attribute section" in the "observatory" field of the json file uploaded.

This observatory refers to our "OceanGliders site".

We should load this field when we upload the json file.
