For mentions in closed and hidden groups, indicate who won't be notified.

Actual situation

In closed and hidden groups, if I mention some users, only the group member will be notified. However, there is no indication which users won't be notified. https://github.com/Ocelot-Social-Community/Ocelot-Social/issues/7567

Solutions

a) Limit users on the suggestion list

In such groups, only list group members on the suggestion list.

• Advantage: Simple
• Disadvantage: Non-members of the group can't be mentioned if I just want to refer to them without notifying them.

b) Group users on suggestion list and show notification indicator

On suggestion lists in such groups, list group members first, followed by other non-members.

• Advantage: Could also solve #7566 . It's a benefit for user in public groups, too.
• Disadvantage: Not 100% accurate as it doesn't consider the notification settings of individual users.
