Create electricity production mixes as in ecoinvent release #89

Ecoinvent release has a bunch of processes like this:

('electricity, high voltage, production mix',
 'electricity, high voltage',
 'CA-PE')

But this is not defined anywhere in the undefined datasets. So I guess we have to make them.

They aren't consumed by anything, so this is more nice-to-have than need-to-have.

@ecoinvent Can you figure out the rules or procedure here?

Not essential to Ocelot functionality - ecoinvent can implement this if they need it.
