Connect and configure Neato XV-11 LIDAR with ROS Kinetic #2

Find out correct setup for operation of XV-11 LIDAR within ROS Kinetic. Display the LIDAR scan in rviz.

LIDAR must be connected to UEXT1. UEXT1 should be enabled by default. Do not do connect yet.
