configure dGPS (connected to mainboard) for use with ROS #4

connect ublox M8P eval kit to Olimex-A20 and configure the dGPS node for ROS. The dGPS will later be connected to the mainboard which will in turn send MAVLINK GPS messages to the SBPC/ROS.
