We need a CONTRIBUTING.md file to guide contributors on how to effectively contribute to the Octasol. This document should provide clear instructions and best practices for setting up the project, reporting issues, submitting pull requests, and other contribution guidelines.

Tasks

• [ ] Create a CONTRIBUTING.md file in the root of the repository.
• [ ] Include guidelines for setting up the local development environment.
• [ ] Add instructions on how to report issues and suggest features.
• [ ] Include guidelines on how to submit pull requests (PRs).
• [ ] Detail the code style and best practices to be followed.
• [ ] Add a section on testing and ensuring code quality before PR submission.
• [ ] Add information on the review process and how to get your PR merged.
