Use .NET 8 SDK #616

Background

With the .NET 6 SDK deprecation, we need to build using .NET 8.

Results

Uses the .NET 8 SDK to build
No changes to target frameworks in libraries or tests
Update Nuke Build to support .NET 8
Update build scripts to ensure .NET8 is available
