Retention policies are not applied for all steps #1078

It is possible retention processing is being scheduled at the wrong time, and therefore misses some steps: http://help.octopusdeploy.com/discussions/problems/23080

Confirmed via raw task log - the retention step is running before the last package step.

Why not execute it as last step, not immediately after package step? Is is a little bit confusing, I think.

@clain23 thanks for the feedback; occasionally people use a final script step to close VPN connections used for deployment - I believe the thinking here is that we want to make sure to trigger this while the VPN connection is still open.
