Upgrade Calamari to .NET 4.5 #1942

Closing this - we don't need to upgrade Calamari to 4.5, and that's probably good. Tentacle 3.1 isn't mandatory since not all customers can install 4.5, so Calamari requiring 4.5 would effectively make them do it anyway.
