Display information to users if external feeds are slow #5002

There are several scenarios where delays on calls to an external feed provide a poor user experience in Octopus.

One is when a deployment is running, we may need to consider logging information about our interaction with the feed and how long things are taking so it's easy to see in the logs.

The other scenario is in the UI when doing a package search. Info appearing in the UI when the search call is taking longer than normal to respond would be better than leaving the user wondering whether something has completely locked up.
