Deployments, Tasks and Server shutdown hang #5567

In the last week we've seen a sudden increase in the number of hung tasks and servers failing to shutdown. Process dumps consistently show multiple threads waiting to get a log context from NLog.

The most likely culprit is the upgrade of NLog from 4.0.1 to 4.6.2 what was included in Server 2019.4.3

Workaround: Start a server restart and then kill the server process after about a minute.
